Bas de Leeuw (2 augustus 1959)[1] is een Nederlands econoom, deskundige op het gebied van duurzame ontwikkeling en autobiograaf; hij heeft onder andere zelf zijn eigen Wikipedia-artikel geschreven.[2] Hij is directeur van het World Resources Forum.[3], gekozen lid van de Club van Rome en kandidaat Kamerlid voor D66. De Leeuw woont in Ermatingen te Zwitserland.[1]
Loopbaan
Na zijn afstuderen aan de Erasmus Universiteit Rotterdam was De Leeuw werkzaam bij de ministeries van Economische Zaken en Volkshuisvesting Ruimtelijke Ordening en Milieu (VROM).[4] Hij startte zijn internationale loopbaan in 1997 bij het Milieuprogramma van de Verenigde Naties, UNEP United Nations Environment Programme.[5] Vanuit het kantoor in Parijs introduceerde hij programma's op het gebied van duurzame consumptie, milieumarketing en grondstoffenbeheer.[6] Hij zette verschillende nieuwe UNEP-programma's op, zoals een programma over Duurzaam Consumeren ("Sustainable Consumption"),[7], het zgn. "Ten-Year Framework", een tienjarig actieprogramma over duurzaam consumeren en produceren,[8] het International Life Cycle Panel, en het International Resource Panel. Van beide panels was hij hoofd van het Secretariaat.[9] De Leeuw werkte ook als nationale deskundige "National Expert" voor de OECD en hij schreef in die functie een vergelijkend rapport over duurzaam consumptiebeleid, dat door de OECD is ingediend voor de Duurzaamheidsconferentie van de Verenigde Naties, die in 2002 in Johannesburg gehouden werd.
In 2009 werd De Leeuw directeur van het Sustainability Institute, een instituut dat in 2001 was opgezet door wijlen Donella Meadows. Het instituut was gevestigd in de Amerikaanse staat Vermont en werd later omgedoopt naar Donella Meadows Institute[10] en ging vervolgens op in het Donella Meadows Project.
In 2011 leidde De Leeuw de verzelfstandiging van het Zwitserse World Resources Forum, een initiatief van het Zwitserse onderzoekinstituut voor toegepast natuurwetenschappelijk onderzoek Empa.[11] Onder zijn leiding ontwikkelde het forum zich tot een onafhankelijke internationale organisatie dat een globaal ontmoetingsplatform werd voor het uitwisselen van kennis over grondstoffenbeheer. Hij voerde professionele management- en communicatieprocessen in en verlevendigde de congressen met speelse onderdelen zoals de "WRF Workshop Parade". Dit laatste element werd genomineerd voor de 2018 "Audience Interaction Awards" van de "FRESH 18 Conference" van het Meeting Design Institute.[12]Naast het organiseren van congressen ging het WRF zich ook toeleggen op het uitvoeren van duurzaamheids- en ontwikkelingsprojecten, zoals een programma voor het stimuleren van duurzame recycling, "Sustainable Recycling Industries (SRI)", en de Europese Horizon 2020 projecten FORAM, CICERONE, RE-SOURCING and CEWASTE. Het WRF ontwikkelde ook MOOCs (Massive Open Online Courses) met UNEP IRP over grondstoffenbeheer voor bedrijven (Resource Revolution Trainer) en - samen met het secretariaat van de VN "Basel Conventie" over gevaarlijke stoffen - over het omgaan met elektronisch afval.
De Leeuw is een gekozen lid van de Club van Rome[13] en heeft zitting (gehad) in diverse raden van bestuur en begeleidingscommissies, zoals die van Global Action Plan International, Green Cross Netherlands[14] en van de Union of International Associations (UIA). Hij is strategisch adviseur van het One Planet Network's "10-year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), een initiatief van UNEP en een lid van de UN Task Group on Catalysing Science-based Policy Action on SCP. Hij is tevens adviserend lid van de van de International Policy Coalition for Sustainable Growth, opgericht door de Amerikaanse Kamers van Koophandel.
